oFlood Updates Tuesday Evening, 06/28/16
CHARLESTON, WV – According to WV Division of Homeland Security and Emergency Management Director Jimmy Gianato, these are the latest facts and figures:
– Gov. Tomblin has announced FEMA has expanded federal disaster declaration to include Fayette, Clay, Roane, Summers and Monroe counties. Declaration status is still pending for Webster, Pocahontas counties.
– Greenbrier, Kanawha and Nicholas counties already have received a federal declaration and FEMA teams are on the ground working with residents and providing individual assistance. The additional counties will also be eligible for federal assistance including individual assistance, Damage-Frequency Assessment (DFA), Emergency Protective Measures and Debris Removal.
West Virginians needing assistance should contact their local offices of emergency management. Contact information for each county office can be found at www.dhsem.wv.gov/Important%20Contact%20Numbers/Pages/default.aspx.
FEMA
– The Federal Emergency Management Agency today opened a Disaster Recovery Center to assist survivors affected by the West Virginia Flooding. Disaster Recovery Centers (DRC) are one-stop shops for eligible storm survivors to provide one-on-one, face-to-face help.

Individuals do not have to visit a Disaster Recovery Center to register with FEMA.
Clay, Fayette, Greenbrier, Kanawha, Monroe, Nicholas, Roane, and Summers Counties can also register with FEMA the following ways:

• Constituents may call the registration phone number at 1-800-621-3362; those who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

Federal disaster assistance for individuals and families can include money for rental assistance, essential home repairs, personal property loss and other serious disaster-related needs not covered by insurance.

-As of 5:00 PM today 5,076 WV residents still without power.

-According to the WV State Medical Examiner’s Office the number of deaths due to the floods remains at 23 (twenty-three). That total includes 20 confirmed fatalities and 3 people missing and presumed dead.

Water Systems
WV DHHR reports the status of these water systems in the state. Assessments of each system are continuing and the status of each will likely change in the coming days as they are able to access all parts of the system.
Clay County
Town of Clay – Water plant sustained damage to the membranes and electrical system. System storage tanks were drained. Putnam PSD assisted in repairing the plant, and plant is operating on generator. Distribution system damage is minimal.
Clay-Roane PSD – Water plant was flooded and there was significant damage to lines in the distribution system. The system experienced power outage and is running off of generator.
Queen Shoals PSD – The PSD office and equipment was either washed away or experienced significant damage from flood water. There is major damage to the distribution system with lines either damaged or washed away. WVAWC is assisting with repairs and materials.
Clay PSD Ivydale – Clay PSD Ivydale is a purchase system from the Town of Clay. The system experienced water outage due to damage to the Town of Clay system. There is widespread damage to distribution system lines. Crews are currently assessing and repairing damage.
Clay PSD Triplett – Clay PSD Triplett is a purchase system from the Town of Clay. The system experienced water outage due to damage to the Town of Clay system. There is widespread damage to distribution system lines. Crews are currently assessing and repairing damage.
Clay PSD Hartland – Clay PSD Hartland is a purchase system from the Town of Clay. The system experience water outage due to damage to the Town of Clay system. There is widespread damage to distribution system lines. Crews are currently assessing and repairing damage.
Kanawha County
WVAWC – Kanawha Valley District – No damage was experienced to treatment facilities. There was some damage to distribution system including lines and a booster station which caused some water outages. WVAWC is coordinating to assess damage and make repairs.
Roane County
Walton PSD – Walton PSD experienced significant distribution line damage and power outages. Generators are being used to run the system at this time. Putnam PSD is assisting with repairs to the system via a request from WV WARN.
Nicholas County
Birch River PSD – Birch River is a purchase system of Flatwoods Canoe Run. They experienced some distribution line damage that resulted in partial customer water outage, but the system is currently back in service.
Craigsville PSD – Raw water pumping station was flooded, but repairs were complete on 6/25/2016 and tanks were filled. They currently do not have any customers out of service.
Fenwick Mountain PSD – The main distribution line that supplied the entire system was washed out, but has been repaired.
Nettie-Leviasy – Currently has no customers without water. System is operating on an auxiliary water intake.
Richwood – Richwood experienced system wide water outage due to a break in a main line stream crossing, raw water intake damage, as well as power outage. The plant was not damaged. The line has been repaired and the plant and distribution system are operational. One raw water intake is broken, the second intake is covered with rocks. No word on repair at this time.
Greenbrier County
Alderson – Treatment Plant was flooded, but damage was minimal. Plant is currently operational.
Lewisburg – System had several main line leaks which resulted in loss of pressure. The system is working to repair leaks and system is regaining pressure. Caldwell area is without water.
Rainelle – Treatment Plant was flooded, but has been cleaned and repairs are expected to be complete on 6/26/2016. Plant is still operating on generator power and will likely have more repairs to the distribution system.
White Sulfur Springs – The storage tanks have been filled. Sections of the system have been isolated to assess damage.
Ronceverte Water – Ronceverte is a purchase system of Lewisburg. They report no damage but issued a precautionary boil water advisory.
Fayette County
Gauley River PSD – This system purchases water from Kanawha Falls PSD. The storage tanks are being filled and the distribution system has been pressurized.
WVAWC – New River – Service has been restored to the Winona area.
Danese PSD – Some repairs to the distribution system are complete. The system continues to search for smaller leaks.
Kanawha Falls PSD –Repairs have been made and plant is operational. A temporary line will be installed across old railroad bridge to provide service to those customers still without water.
Armstrong PSD –Plant is operational awaiting results of bacteriological samples.
Webster County
Cowen PSD – System is operating normally.
